India continues to strengthen its renewable energy sector with the launch of the Pradhan Mantri Surya Sarovar Yojana (PM-SSY). Approved on 31 July 2026, the scheme marks a significant step towards expanding floating solar capacity while improving the reliability of the country’s power grid.

The Government has allocated ₹5,070 crore to implement the programme between FY 2026–27 and FY 2030–31. Under the scheme, India will develop 5,000 MW of Floating Solar Photovoltaic (FSPV) projects along with 10,000 MWh of Energy Storage Systems (ESS). By combining clean energy generation with battery storage, the initiative will support a more resilient and sustainable electricity network.

More importantly, PM-SSY demonstrates how India can expand renewable energy without placing additional pressure on scarce land resources.

What is the Pradhan Mantri Surya Sarovar Yojana?

The Pradhan Mantri Surya Sarovar Yojana focuses on installing floating solar power plants across reservoirs, dams, lakes, and suitable industrial water bodies. Instead of using large tracts of land, these projects generate clean electricity by utilising existing water surfaces.

The scheme also requires every project to include an Energy Storage System with a minimum storage duration of two hours. Together, these systems will provide 10,000 MWh of storage capacity, allowing developers to store excess solar energy during the day and supply electricity during periods of high demand.

This combination of floating solar and battery storage will strengthen grid reliability while improving the overall efficiency of renewable energy generation.

Why Floating Solar Matters

India faces increasing pressure to expand renewable energy without reducing the availability of agricultural and urban land. Floating solar offers an effective solution by transforming underutilised reservoirs and industrial ponds into clean energy assets.

This approach delivers multiple advantages. Water naturally cools solar panels, helping them operate more efficiently during high temperatures. Floating installations also reduce water evaporation from reservoirs, supporting better water conservation in many regions.

By generating electricity on existing water bodies, floating solar projects maximise resource utilisation while minimising land-related challenges.

Energy Storage Makes Renewable Energy More Reliable

Solar panels generate electricity only during daylight hours, but electricity demand continues throughout the day and night. Battery storage helps bridge this gap.

Under PM-SSY, developers will integrate 10,000 MWh of Energy Storage Systems with floating solar projects. These batteries will store surplus electricity generated during sunny hours and release it when demand increases, particularly during evening peak periods.

This capability will improve grid stability, reduce dependence on conventional peaking power plants, and support higher levels of renewable energy integration across India’s electricity network.

Economic and Environmental Benefits

PM-SSY delivers benefits that extend beyond renewable energy generation.

The scheme will reduce approximately 10 million tonnes of carbon dioxide emissions every year, helping India move closer to its climate and sustainability goals.

The initiative will also create 16,000–17,000 full-time equivalent jobs across manufacturing, engineering, project development, installation, operations, and maintenance.

In addition, the programme will strengthen India’s manufacturing ecosystem by increasing demand for:

  • Floating platform systems
  • Solar PV cells
  • Solar modules
  • Battery energy storage systems

Greater domestic manufacturing will improve supply chain resilience while supporting long-term industrial growth.

Unlocking India’s Floating Solar Potential

The National Institute of Solar Energy (NISE) estimates that India has approximately 102.18 GWp of floating solar potential across reservoirs and suitable inland water bodies.

At present, India operates roughly 700 MW of floating solar capacity. PM-SSY will increase this capacity by 5,000 MW, taking the country much closer to unlocking its enormous untapped potential.

The scheme also lays the foundation for future hybrid renewable energy projects that combine solar generation with advanced energy storage technologies.
