NDMC Announces Solar Policy For 100% Renewable Energy

The New Delhi Municipal Corporation (NDMC) has released the draft of its Solar Policy 2022 with the goal of supplying 100% renewable energy in its whole region through Discoms by 2025. The council has given its approval to the policy, which was disclosed at a corporate meeting on September 28, 2022.

NDMC intends to reach this objective by the end of 2022 and the end of 2024, respectively, with hydropower capacities of 100 MW and 142 MW. Also, the civic authority would install a 150 MW solar power capacity by the end of 2024.

The vice chairman of the NDMC, Mr. Satish Upadhyay, stated “There was no policy on providing green energy so far. Discussions are on to chalk out a policy and we will also seek suggestions from the public on the same. The civic organisation will erect solar power plants over government structures, hospitals, educational institutions, embassies, stadiums, bridges, public restrooms, bus stops, and kiosks. The initiative also urges residential and commercial consumers to switch to solar energy.

The NDMC intends to start by auditing all of the solar power facilities in its region. Before the following council meeting, where the policy will be further debated, the report will be delivered. Additionally, all solar power systems with a capacity of 1 kW/hr or greater are covered by the policy.

Consumers will be provided with a net metering facility, according to NDMC officials. They will be able to further lower their electricity costs by exporting their excess solar energy into the grid. The company also intends to exempt customers from other fees including the conversion fees and the power tax.

The building bylaws will also be modified by NDMC in order to streamline the installation procedure. These guidelines cover several aspects of the buildings, including their height, architectural design, construction, etc. Solar power plants can be erected at any height, including ground level, according to the civic council. The height must, however, stay below the threshold established by the Airport Authority of India and approved by the Delhi Fire Service.

The option of signing a lease with a third party is available to residential customers who lack the funds to install rooftop solar plants. The installation and upkeep of the solar power system will be the responsibility of these outside developers, who will also be in charge of returning the generated power to the customer at a set price.

Grid-connected installations are encouraged under NDMC’s solar policy 2022, however the civic organisation has noted that all such systems must adhere to applicable laws and grid standards.

These guidelines will get amended from time to time.

As just 2% of funds allocated for pandemic recovery go toward renewable energy, and as a result of a sharp rise in oil and coal consumption in 2021, CO2 emissions are projected to reach an all-time high in 2023.

By the year 2030, India plans to install 450 GW of installed renewable energy capacity, according to a 2019 announcement. India pledged to produce 50% of its total power from renewable sources at CoP26.
